Stephen Primosch

In his current role as Vice President of Financial Services for the Anne Arundel Economic Development Corporation (AAEDC), Stephen oversees the organization’s lending and financing initiatives, including the Arundel Community Reinvestment Fund, Anne Arundel Incentive Fund, Next Stage Fund, and VOLT Fund. He leads the Financial Services team and is responsible for developing and managing the protocols that guide each stage of the lending process; from application intake and underwriting through loan closing and servicing. Stephen currently oversees a portfolio of approximately 150 small business loans totaling more than $10 million.

Stephen has more than two decades of finance and lending experience. Prior to joining the organization, he served as Vice President of Private Business Banking at Bank Annapolis and spent four years at Harbor Bank of Maryland as Vice President and Commercial Lending Officer. He holds an MBA and a bachelor’s degree in marketing from Frostburg State University and has served on the boards of several nonprofit organizations, including the Maryland Economic Development Association, the Maryland Economic Development Association Foundation, Arundel Child Care Connections, and the Maryland Commercial Lenders Lending Association.

What Stephen enjoys most about his job is providing access to capital to help start and grow small businesses throughout the County. He is especially proud of his role in delivering more than $35 million in disaster grant funding to businesses across Anne Arundel County, including support provided during the COVID-19 pandemic, following major flooding in Annapolis, and in the aftermath of the Francis Scott Key Bridge collapse.
