Parole Town Center
The Parole Town Center is an area of 1,492 acres just west of the City of Annapolis that has been designated since the 1980s as an area of intense mixed-use where development, redevelopment, and revitalization are focused and encouraged to take advantage of existing infrastructure.
Prime Location
Strategically located adjacent to the State Capital, the Parole Town Center is a key economic engine for the region, home to some of the largest employers in Anne Arundel County. With the Town Center, key employment nodes include the County Office Complex on Riva Road and Truman Parkway, Anne Arundel Medical Center, Annapolis Town Center, and Annapolis Mall.
The Parole Town Center Master Plan
The Parole Town Center area has experienced substantial commercial growth in recent years, becoming a shopping and dining destination with compact and walkable residential development attracting new renters and homeowners. While this growth has created a strong foundation, there is an opportunity to better integrate the area’s mix of uses to fully realize the benefits of proximity and enhance overall connectivity.
Beginning in 2017, Anne Arundel County began working with community partners and stakeholders, as well as the Anne Arundel County Office of Transportation, to create the 2023 Parole Town Center Master Plan.
Adopted in October 2023, The Plan envisions Parole as a vibrant, walkable community that will serve the region as an economic hub that offers a variety of job opportunities; services; commercial, dining, and entertainment options; and housing for all ages and incomes.
It also envisions:
- More green spaces and pedestrian plazas
- A safe bicycle and pedestrian network
- Improved urban character, mix of uses, and sense of place
- New public amenities and services
Land Use and Region Planning
Located in Region 7, Parole is part of a comprehensive planning effort that plays a critical role in advancing economic development and community revitalization. Region Plans build on the County’s General Development Plan by evaluating local assets and needs, establishing a shared vision for growth over the next 20 years, and outlining targeted recommendations for land use, zoning, environmental protection, transportation improvements, public facilities, and community design.
These plans are implemented alongside comprehensive zoning updates that translate the vision into clear, actionable development standards. The Region 7 Plan and Comprehensive Zoning Map were approved on May 6, 2024.
