Anne Arundel County and the State of Maryland offer programs that support business investment, job creation, and expansion. These incentives can help reduce costs, improve financing options, and support long-term growth.

Programs may include tools such as economic development revenue bonds, PACE financing for energy improvements, revitalization tax credits, and job creation incentives for businesses locating or expanding in the county.

Incentives


Arundel Community Reinvestment (ACR) Fund & Tandem Grant

Supports businesses and property owners in designated Commercial Revitalization Districts with funding for exterior building improvements, façade upgrades, landscaping, and other projects that strengthen local commercial corridors.

Brownfields Revitalization Incentive Program (BRIP)

The Brownfields Revitalization Incentive Program (BRIP) is intended to promote economic development and environmental improvement, especially in distressed urban areas, by identifying and redeploying underutilized properties. The EPA defines a brownfield as “a property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant.”

Property tax abatement is available for qualifying properties in jurisdictions that have elected to participate in the program. Commerce administers the BRIP property tax credit applications on behalf of these jurisdictions. Anne Arundel County is one of these jurisdictions.

Build Our Future Grant Program

A Maryland Department of Commerce program that provide grants for innovation infrastructure projects intended to support innovation in an eligible technology sector.

Buy Maryland Cybersecurity Tax Credit

A program through the Maryland Department of Commerce that encourages companies to purchase cybersecurity technologies and services from Maryland-based providers by offering a tax credit equal to 50% of qualified purchase costs.

Community Revitalization Tax Credit

Incentive for owners of commercial or industrial properties located within Anne Arundel County’s designated revitalization districts.

Economic Development Revenue Bonds

Tax-exempt financing that supports private sector investment in eligible projects such as manufacturing, nonprofit facilities, and certain energy initiatives.

Enterprise Zone Tax Credits

The State of Maryland has designated more than 1,500 acres in Northern Anne Arundel County, in Brooklyn Park, as an Enterprise Zone. Businesses located in this Enterprise Zone may qualify for real property and state income tax credits in return for job creation and investments.

Foreign Trade Zones (FTZ)

Located in or near U.S. Customs and Border Protection (CBP) ports of entry, FTZ are designates areas near U.S. ports of entry where businesses can defer, reduce, or eliminate customs duties or government excise taxes on imported goods.

Job Creation Tax Credit

A program through the Maryland Department of Commerce that supports companies locating or expanding in Anne Arundel County by providing tax credits for creating new qualified jobs, particularly for facilities such as warehousing and distribution operations located within designated Priority Funding Areas.

Maryland Economic Development Assistance Authority and Fund (MEDAAF / Advantage Maryland)

A program through the Maryland Department of Commerce that provides flexible grants, loans, and investments to support business attraction, retention, infrastructure, redevelopment, and strategic initiatives within Priority Funding Areas and eligible industries.

Maryland’s State SSBCI Program

The Maryland Department of Housing and Community Development (DHCD) administers Maryland’s State Small Business Credit Initiative (SSBCI) program, supporting small, micro, and SEDI businesses with expanded access to growth capital and financing opportunities.

A program through the Maryland Department of Commerce that provides a tax credit equal to 10% of eligible R&D expenses above a base amount, with a capped annual allocation and a dedicated small business set-aside.
