Odenton Town Center


The Odenton Growth Management Area, known as the Odenton Town Center, is a 1,233-acre community in western Anne Arundel County that has been designated since 1972 as an area for significant mixed-use development to accommodate economic and residential growth throughout the County.

Prime Location


The Odenton Town Center is home to The Odenton MARC station, which connects residents and commuters via passenger rail to Baltimore City, Washington, DC, and major job centers located along the Baltimore/Washington Corridor such as Fort George G. Meade (Fort Meade) and Baltimore/Washington International Thurgood Marshall Airport (BWI).

The area is also strategically located at the junction of MD 32, MD 170, and MD 175, with connections to the Baltimore Washington Parkway and I-97.

Odenton TOD


In November 2025, MDOT announced a joint venture team consisting of Homes for America and Questar Properties to transform a 10-acre parking area adjacent to the Odenton MARC station into a mixed use, mixed income transit-oriented development. This project is projected to generate an estimated $270 million in tax revenue over the next 30 years. Anne Arundel County is supporting this project by building a 1,100 space commuter parking garage adjacent to the development.

The 2024 Odenton
Town Center Master Plan


Anne Arundel County established the Odenton Town Center Citizen Advisory Committee and worked collaboratively with the group over several years to gather community input and develop the 2024 Odenton Town Center Master Plan.

Effective March 2024, The Plan envisions the Town Center as a vibrant, walkable, and connected environment where citizens are proud to live, play, and explore. The Plan also outlines both current challenges and opportunities for the Odenton Town Center moving forward.

The Arundel Community Reinvestment (ACR) Fund


AAEDC has long supported the revitalization of Glen Burnie’s commercial districts through the Arundel Community Reinvestment (ACR) Fund, which provides property and business owners in designated revitalization areas including the Glen Burnie Town Center with zero-percent interest loans of up to $100,000 and grants up to $50,000 for exterior improvements and site upgrades.

AAEDC is also leveraging funding from the Maryland Department of Housing & Community Development’s Project Restore Program to activate vacant commercial properties in and around the Town Center, further strengthening local economic activity.

Land Use and Region Planning


Located in Region 5, Odenton is part of a comprehensive planning effort that plays a critical role in advancing economic development and community revitalization. Region Plans build on the County’s General Development Plan by evaluating local assets and needs, establishing a shared vision for growth over the next 20 years, and outlining targeted recommendations for land use, zoning, environmental protection, transportation improvements, public facilities, and community design.

These plans are implemented alongside comprehensive zoning updates that translate the vision into clear, actionable development standards. The Region 5 planning process is underway, and a draft of the Plan along with proposed zoning updates is now available for review.

Hired in 2023, our Town Center/Revitalization Manager is now helping advance The Odenton Town center Master Plan as an Ex-Officio member of the Odenton Town Center Advisory Committee, which meets monthly.
