Anne Arundel County is committed to revitalizing communities through strategic redevelopment that transforms underutilized properties into vibrant, economically productive spaces. Through streamlined processes, targeted incentives, and place based initiatives, these efforts support smart growth, strengthen the local economy, and enhance communities across the county.

Streamlined Plan Review for Certain Redevelopment Projects


The County updated the Subdivision and Development Code in 2025 to include a new Code section governing redevelopment projects (Article 17, Title 7, Subtitle 12). The purpose is to provide both development and zoning incentives that will encourage redevelopment of older, underutilized properties in the County.

The incentives include:

  • more streamlined and flexible processes related to development review, modifications, and adequate public facilities;
  • reductions in development application fees; and
  • increased density allowances and elimination of commercial floor area requirements for redevelopment projects located in commercial districts.

Cromwell TOD


The Cromwell Light Rail Station Area was designated a transit-oriented development by the Sustainable Growth Subcabinet on May 13th, 2026. AAEDC will continue to collaborate with the state, county, and private entities to leverage the resources available for TOD’s to support the long-term redevelopment vision for Cromwell Station.

Anne Arundel County’s Sustainable Communities program supports targeted reinvestment and revitalization in key areas by aligning state and local resources to strengthen infrastructure, expand economic opportunity, and promote smart, sustainable growth. The County offers multiple overlay zones that permit higher density, mixed use development in areas designated as sustainable communities or for redevelopment. Overlay Areas include Glen Burnie Sustainable Community Area, Parole Town Center, and the BWI Mixed use Area.
